New start way to Tamriel

Want to say something

When we start new game first we want to visit new lands, but its something strange, when we watch this one:

I think its something strange,  that ferryman to appear in place, where 2 minutes ago was start ship. Also way to him closed by 10 points door (right side on first picture) and closed by fence, on first levels we must back across chancellery or jump to him  from side

Can to offer the following items:
too add ferryman (supposably high elf with possibility to travel to Andotrhen (maybe only to Andotrhen) where continental quests begin):

Too add fisherman and his house (supposably kadzhit) for the entourage or small quest

This is not so big change, but i think it make continental quests start more logical.

Not quite sure I understand, but there’s a TR_Travels plugin now included in the releases that adds ship/etc connexions to the Mainland,
and to start the game there you can use Chargen Revamped - Expanded Lands by Texafornian

I think I understand.
Your issues are that the boat agent is locked behind a fence door that requires unlocking to open (or backtracking through the Census and Excise office), and a request to rework the travel network so that you can only travel to Andothren from Seyda Neen.

To the first I have to say, if you have any better position to place the guy into, then by all means suggest one! There are several dozen Seyda Neen mods that place docks all over the place and I chose the place precisely because it’s where the vanilla docking space is and nobody else had put anything there, so we could maintain maximum compatibility. And even that wasn’t true, and I overrode one of abot’s boats docking locations by being totally ignorant of it.

As to the second, why only Andothren? We are trying to integrate all of Vvardenfell into one giant travel network, limiting Seyda Neen like that seems to counter that idea. You shouldn’t need to finish Vvardenfell before going to the mainland and there is no start of a mainland questline at all anyway.

I think if we travel on boat, the radius of possible movement can not be too large. 
For traveling on ship the radius can be slightly larger.
If to move ferryman in Seyda Neen, This should not affect the ability for the global travels.
If to be able to get to Andothren, Teyn and Hla Oad from Seyda Neen by sea this is not so bad
Limiting can be useful in the сase,  when new players will start Morrowind and mistakenly can travel far from the base path or basic quest way must begin in the settlements,  which are able to travel.
In ideal Vvardenfell quests should be able in Vvardenfell. Mainland runs/quests should be able in Mainland.
I dont think, that should pay big attention to other Vvardenfell mods, besides Bloodmoon and Tribunal during making Mainland mod, because its look like how extension of the classic game.
