I don't quite get what you mean by 'pennies', but it seems an allright concept. Be sure you have the map 3 file installed so you can check the exterior for window locations and such.
Also, no NPCs, no scripts, and no objects not in either OoT (see below) or the game plus it's expansions are allowed. Only imperial items (_com) are to be used, except for very few _de items that serve a museal or other purpose. Limited use of dwemer stuff allowed, but keep it reasonable. Kegs are okay, tons of dwemer coins are not.
If you really, REALLY need a mesh to be added, post it for review in the OoT board. NHJo uber loot or uber items either. Use BoT (Books of Tamriel) for the books in the library.
Having said that, it's granted. Happy modding. :)
Recommeded OoT packages:

Shouldn't this go in "Not Available" until Map 1 is done?

Im seeing a kind of complex. The upper floors are devoted to displays and studies, such as the library and such. The basement and portions of the above ground are devoted to the living quarters. The underground levels of the structure will be devoted to research, separated rooms each specializing in a particular style. One room for instance could be studying Dwemer artifacts, while another can study Daedric artifacts. I say very very few weapons and armor as they are far too overdone. There's more to a culture than just gear.

Ok the I.A.C. is ready for review. The blank space on the second floor (library) is meant for the exhibit version of the steam centurion. I took the idea of the commission a bit further by including a dean's office, a conference room, etc. Also, I made it a bit more formal by including monthly reports of both the Daedric and Dwemer Studies. The Archaeological Expeditions Monthly Report mentions the Nchuleftingth Expedition, which was funded by the I.A.C. according to ingame dialogue.

As per my discussion with Lady N., this cell is a 3 x 3 as a 2 x 2 is improbable. I weeded through the last of my great libraries. So here you go.

Claiming, this should be finished by an archeologist, and i know how to shape the first and third floor. Ill do my cave for map2 first, but that one has its architecture complete already.

I matched this one to it's exterior. Im using as much of Hemi's work as I can. I added a small storage of excavation material to fill up floorspace in the basement. Ill make the third floor a lecture room. Now i have to detail the whole building.

It's done! I love how the new library turned out. I used a lot of Hemi's work as i had more floorspace to fill. The layout is good now, so consider this my first masterpiece-interior. (i sure hope there aren't many errors with this one)
