Description: 

Just made it into Port Telvanis.

City looks great, but one thing that jumped out at me.... When you ask locals about "Port Telvannis", they all mention that the town is "Free from Imperial influence", yet the guards say: "I am an officer of Imperial Law. Move along".

Shouldn't the guards' speech reflect the Telvanni independance if what the citizens say is true?

They appear to say "I enforce both Telvanni customs and Imperial law. Move along and mind your manners." not sure if that was changed in between then and now.

They're still free from cultural influence but not legal. See: slavery.

checked tr_telv_guard and tr_telv_guard_s multiple times, it's always both Telvanni customs and Imperial law.

Then this might have been a problem in 2017 or some other mod interfering with dialogue.
I'll close this bug - the response now is the correct one.
