Description: 

In the Imperial section of Helnim, most prominently seen on the warehouse, various exterior building textures throughout the town appear distorted, as if they are inverted, or overly bright or reflective? Honestly I'm not sure how to describe it, but pictures speak a thousand words, so here you go.

Yep, you're right. I tried in OpenMW 0.45, 0.46, and the latest nightly, and it looks like this issue was fixed in 0.46 and up. Never realized how outdated of a build TES3MP ran on, so I'll make sure to test on newer builds for future bugs.
