I heard that Tamriel Rebuilt is actually going to completely override the Tribunal expansion now? I was just curious since that was one of my favourite parts of Morrowind, how is this going to be implimented?

Thank you for your time

It is not going to be a complete override; what is/must be done is integrating the fake exterior of  Mournhold in the Tribunal plug-in seamlessly into Tamriel Rebuilt’s city of Almalexia, which surrounds the inner walled part (Mournhold castle).  Everything else stays the same.
As to what and how this will be done, there are a few decisions pending.  I know about as much as you about that; hopefully somebody can answer that.

The more I venture into the realms of wisdom, the more I realize that all wisdom is nothing but illusionary and theoretical.
So, in order to go completely illiterate and bogus, I need to know more about everything.

Hmm, that’s quite the opposite of TR's current intentions, oldChimer.  (Sorry, misunderstanding on my part)
TR has an official statement on our intentions towards the original game’s content here: http://tamriel-rebuilt.org/content/trs-policy-editing-vanilla-content

Due to the disconnected nature of Tribunal, TR’s plan is to re-implement the content of Mournhold within the complete city of Almalexia; mechanically, this will be achieved by cutting off access to the original interiors and recreating the expansion’s content into TR’s city. Players will be directed to Almalexia on the mainland rather than teleported to Bethesda’s Mournhold. At the very least, this will require changes to make Tribunal’s content consistent with our characterisation of the quarantine but the extent to which we will change the content is yet to be decided.

As no changes will be made to Bethesda’s Mournhold, we will provide an optional plug-in to re-enable access to the original expansion through the usual means.

@sirrah: that is exactly what I wrote.  Seamlessly integrating the fake exterior --- the five cells of Tribunal’s Mournhold „exterior” -- into Almalexia, by re-linking them into TR Mainland instead of the original interior cells.  although I have no idea as to how this will be done, according to the original plans and using current Almalexia as in the Preview, or the redo-from-scratch ones.
I am sure nobody is weird enough to even consider re-doing all of the interior and dungeon cells.

Ah, sorry, I had taken you to mean just linking up the Mournhold interiors with Almalexia.

No problem, It is easy to misread if one tends to cross-read like I do.wink
I might have stated it a bit more clearly, in that you’re perfectly right.
