Summary:

A khajiit is dealing in black market skooma and moon sugar. He approaches you as a potential buyer. You can turn him into the guards at this point for a small reward, or keep dealing with him. If you keep dealing with him, he tells you about some local Camonna Tong who use khajiit and other slaves to smuggle around moon sugar in their stomachs (a'la that one Hla Oad/Balmora quest), and he asks you to put a stop to a local instance of this for sake of his kinsmen.

Reward:

As a sort-of reward: this khajiit is also a merchant that will take skooma and moon sugar off of you, with 2000 gold as his top price.

The reward for turning the khajiit in nets you a small bounty from the guard. (And you lose access to the merchant as he disappears, of course).

The reward for helping out the khajiit nets you some moon sugar.

A Khajiit named Dar’hejo approached me on the docks of Old Ebonheart today. He said he would give me a discount on his “sweets” if I took care a nosy Imperial guard for him.

I have dealt with the nosy Imperial guard.

Journal Stage 30

Selris Ulvathril in Old Ebonheart has been smuggling moon sugar by forcing his slaves to ingest it. Several Khajiiti have been killed in this way. Dar’hejo wants me to bring this Dunmer to justice.

Greeting 5 (Dar’hejo)

Khajiit greets %PCrace. Khajiit wonders if %PCrace would like a little sweet?

Dar’hejo carries finest sweets anywhere. But Dar’hejo is having trouble selling. Perhaps if nice %PCrace can tell nosy Imperial to go away, Dar’hejo gives %PCrace a discount on his sweets. What %PCrace say?

Perhaps %PCname knows how certain Dunmer smuggle moon sugar. Perhaps %PCname knows of this great crime, forcing slaves to ingest the sugar, forcing Khajiit like Dar’hejo to move it in this way. Is very bad.This makes Dar’hejo very upset.

Yes, this one is speaking of a Dunmer named Selris Ulvathril. A member of the Camona Tong, Dar’hejo thinks. Several of the bad Dunmer’s slaves have disappeared just this month. Soon no Khajiit left in Old Ebonheart!  Will %PCname take care of this Dunmer, for Dar’hejo? For Dar’hejo’s people

I am an officer of the Imperial law. If you don’t have something to report, move along.

He means moon sugar. You are aware that Imperial law governs this city, and that smuggling moon sugar and skooma is illegal according to this law? I am only warning you as is fair, citizen. I wouldn’t want to have to arrest you as well.

I have given you my warning, citizen. Trading moon sugar is illegal, and continuing to deal with Dar’hejo will net you a place in jail.

--Player: “No, you misunderstand me. I am here to report Dar’hejo’s crimes to you.” Choice 1

I’m debating actually switching this over to another city in a Dres area (Camonna Tong becoming some Dres clan or another). My reasoning is Old Ebonheart already has two quests dealing with Imperial law and crime, and a third may be overkill.

Frankly, while I feel bad as you’ve already done work on this, I don’t really think this quest adds much of value to the game. The individual elements of the plot already appear in different quests, as you yourself point out.
