Installation Help - I just can't get TR to run

Hi, 
I've been struggling to get the latest iteration of Tamriel Rebuilt to work on windows 10. I'm no stranger to this mod and in the past have been successful (I know how to register bsas) but no matter what I've tried I still get missing mesh issues on starting a new game which causes a ctd. I'm using the latest nexus files for TR_Data and Tamriel Rebuilt. I'm running a fresh install with no other mods outside of the program files. I've searched for a hidden morrowind.ini in the user files but found nothing. It should work! But doesn't. So something must be wrong with the BSA installation but what could it be? I LOVE this mod and find it totally essential for a play through and I am in no way blaming the creators, I'm sure this is some windows problem.

Heres the warnings text: 

Model Load Error: Meshes\tr\b\TR_pb_IMP_head03.nif cannot load file in Meshes\tr\b\TR_pb_IMP_head03.nif.

Here's my archives and game files for the morrowind configuration file:

Other thoughts: Could this be an issue with not locating the correct ini file for morrowind? It comes up as "Morrowind" and is labled as "Configuration settings". All signs point to an unregistered bsa, but the bsas are registered. I've tried HD and Vanilla resolutions for TR_Data both had the same errors. Really am not sure and will be grateful for any and all help, let me know if you need any screenshots or further information.

Try this instead:
[Archives]
Archive 0=Tribunal.bsa
Archive 1=Bloodmoon.bsa
Archive 2=PT_Data.bsa
Archive 3=TR_Data.bsa

The engine seems to be sensitive to the numbering of these files.

100% it, thank you, some things are so obvious they slip past us. I didn't even realize they weren't numbered in order.
