“Cannot load celldata file ‘Data Files\Tamiel_Data.cell’” error while trying to launch game. Hoping for help/suggestions.

This seems to be an issue with the 1C Russian release of Morrowind; Tamriel Rebuilt has no guarantee of playing nice with non-English installations of the game, but you should be able to get past this error by creating an empty file named “Tamriel_Data.cel” in the Data Files folder. You might need to create more empty files for subsequent errors that turn up.
