Do you perhaps have more than one installation of Morrowind? Check the path of your Morrowind desktop shortcut (right click - properties - target), does it point to the same folder as that of the .ini you're editing?

Why not just have the player go out and buy a helmet? Makes the quest longer and forces the player out into the world as well as less work for us. I don't know if it was intentional or not, but the guild guide in Helnim can't send you to Bal Oyra. I think that's because of the whole "relay" idea, which was probably planned in order to get around the limited number of destinations, but will get scrapped later on? A lot of the wording...
