Is there more information tied to this? Was TR's intention to suggest he went on to Akavir? Did some Chimer go with him and potentially form some of the Chimeri settlements on the islands between Tamriel and Akavir? Such as on Cathnoquey? this idea percolated into TR through the Temple Zero Society...

I agree with both of those. Its important to use some outlanders to avoid monotony, but they should be a minority. Slaves make good outlanders, of course. Slaves could be housed generally at a basement level, below the level of the entrance, in interiors attempting to mimic cellars.
