I haven't looked at Vul in-game, but there's no second floor for #15 in the local map, and there's also no hatch on the roof in the local map either, for the ladder you have. That's just my guess.

Why not just have the player go out and buy a helmet? Makes the quest longer and forces the player out into the world as well as less work for us.

The project itself doesn't have a stance on Nirnroot, but several of us have always felt that it was a stupid inclusion in TES:IV Oblivion, and are inclined to keep it out of Morrowind.
