Thats not as simple as it may seem. I can't think of any city where it would fit, nor any others that need to be replaced with terrain even remotely like this.

but if the master work is done in the wrong location, and too large, should we really rework everything, including lore, to keep it? In my opinion we should not.

I appreciate the compliments, kebra, but I personally never considered Balsan Mar a 'master work.' It wasn't even that close to being finished, IIRC. On top of that, I was building it to replace the town that had been placed there before (old Dres set), which actually turned out to be an idea fabricated by the previous modder... so, yea, it only existed because I based it off of something that I didn't know that I probably shouldn't have. Wait... something.
Anyways, I honestly don't like to see my work for naught, but I'd hate it more if my work bowled over the very concepts that I had originally intended it for (a good, aesthetically pleasing, lore abiding mod, in this case).
This is slightly off topic, though...

Revoke this please. I don't see myself being able to finish it in any reasonable amount of time.

Okay so after some more consideration and discussion and a small revelation, Balsan Mar should stay, except with some changes. So we'll be using Tyrion's upload from the 3rd of June, since that is the latest file with PoHa!'s version of the city still there, and he hadn't really done much since then he said.
However, the changes are:
Move the poor section to be underneath the rich section. And move the silt strider so that it loads and unloads to and from the temple platform.

I'll clarify for Haplo..
underneath means underground, as in interiors. It /is/ a canton after all.

When I said things about the silt strider to him, I meant the platform in this picture on the far left, next to and below the one with the temple on it.

I did make some progress after June 3rd. I filled in most of the area on the Balsan Mar side of the river and made changes to the daedric ruin. Is there any way to seperate out Balsan Mar from the older file and replace it with the hole that was created in the new file?
Also the June 3rd file still has NPCs.
