On a side note: make neither vault nor records chamber too large, because we have a lot of either already. The vault, I think, may be unnecessary in this interior. (Think of it, most parliaments don't have vaults under them.)
I'd say concentrate your every effort on making an interesting council chamber, i.e. do something special with the tileset. Perhaps try to go for a sort of aula-like construction.

Can someone please remove the dependencies from Lud's file other than Morrowind, Tribunal, Bloodmooon, and TR_Data. I can't get TESDTK to work.

Okay; I'll leave out a vault and try not to go overboard on any record chamber.

By the way, how many Indoril Councilors will there be?
Edit: I've decided to use the older file, though only so at least a tiny bit of the former claimer's work is salvaged(Probabily only a few bookshelves, and garden arrangements).

Update
I believe I have the basic design of the Council Chamber close to completetion but I would like approval and comments before moving onto finalizing and detailing it and starting on other parts of the building that will connect to it.
I think I got the right feel for it down. It's pretty big, but appropriate considering that the Indoril have been the dominant Great House for most of Morrowind’s history. They'd certainly have the most impressive HQ.

I also have the entrance lobby’s shell pretty much finished minus a few needed fixes. After that I will be adding some scribe offices, a modest chapel, and some other minor things. All my work is in the interior cell “TR i3-25-Ind, Indoril Council House” Please note that the file’s size is inflated by me still having Nomadic’s interiors in a separate cell.

Personally I think the 'throne' looks a bit too obviously like a mock-up made of random objects. For me it took something of a double take to understand I wasn't meant to be looking at a window and a floating cushion.
Otherwise it looks pretty sweet to me.

I've made some decent progress on this. The shell is nearing completion and I've begun to clutter it.
Someone might want to start removing old files from the first page of this thread...

Well that's a relief. I haven't gotten any lag while testing it in-game so far, though my computer isn't exactly "old". Still, I shouldn't need too many more refs over the 700 I already got.

I think the throne and the table should have custom models. I realise that's probably a fair bit of work but it is the Indoril Council House in Almalexia. Ought to make it look a bit different.
I like those tables with papers on at either side of the main table by the way. Makes it look very important.

I think if a suitable throne can't be made from existing pieces then it shouldn't be added. I don't even know why a throne is necessary. It's not like Helseth is visiting them for each meeting.
