Hey, I know I haven't been around for ages, but I'd like to give this a shot, since I have a bit of time to spare now.

Is it alright if I turned part of this grotto into a long-forgotten, submerged ebony mine? I'd just put one or two ebony pieces there, not more. It would give the player a reason to dive around and explore.

Make it a challenge to reach them and yes you may.
And that's how you get to Llama School.

Done. Two ways to get to the main loot - the ebony. Add as many slaughterfish you deem necessary to make the deposits even harder to reach. Low-level characters won't be able to reach it without several water breathing potions, so they'll probably have to be content with whatever else they can find (about 50 gold, not counting Sathis' hidden stash).

EDIT: BTW did I mention this is a flooded old mine shaft? Lots of drowned miners all around. I sure like messing with them bones.

Congrats, Jule, for making the most interesting grotto of all known (to me) Morrowind. Nice design and good balancing (although a couple more cheap items wouldn't hurt).

One error that's very hard to see in the CS is that the ex_scrapwood01 tend to float above the water when the water ebbs away. I don't know whether there is a good way to fix that.

Other than that, maybe a couple of barnacles could make sense here, and some eyestar around the spots that don't have much loot already. Also, technical stuff:

First of all, thank you. Secondly: Barnacles? Eyestars? I completely forgot about those. I could throw some in if you want.

Up to your consideration: the int is already fine as far as I'm concerned. These were just suggestions.

I threw in a couple of eyestars and I gave the broken bottle a purpose (just for those people who like to search every nook and cranny for loot). I didn't touch anything other than that, I'm quite satisfied with how it looks as it is.
