Work in progress of possible Imperial Legion quests that would take place mostly in Sacred East.

Quest Name: Frontier, Conquest...

NPC’s: Nerasius Heratil, Vashhara, & Marinea Harunibi

Location(s): Gorne, Firewatch

Outline: Gorne (location TBD), find an Imperial archer named Nerasius Heratil, has unique greeting if PC is a member of the legion, or if they are wearing Imperial Legion armor.

Greeting: Member of the Legion, I see, %PCRace? Go forth on your duties and keep your heart with the Nine.<br>

Yes, I have heard of the issues plaguing Vvardenfell over at Buckmoth and the reserves are dwindling.<br>

Faith in the legion is not very easily accepted in this cursed region. I suppose when you have alleged gods walking amongst you, it’s hard to believe in anything different.<br>
<br>
It’s become a problem for a few of us operatives, however; there’s violence brewing below the surface of a lot of townships out here. Recently the Legion Master-At-Arms [this name is debatable, do we have a master-at-arms for the mainland yet?] of the Mainland district over in Old Ebonheart has had some of us go incognito.<br>
<br>
We’re trying to get some information on what the Telvanni are up to over near Firewatch, there’s been reports of caravans out east of the town with robed mages looking around. But for what, is the question. One of our best turned up dead, and something tells me it was the Telvanni.

If his disposition is 70 or higher,

Just a warrior’s intuition I guess. The Telvanni are sneaky, and cunning. They may have an inside man who tipped them off. Maybe they can read our thoughts. Who’s to say. However, you seem the type who can investigate, maybe you might even be able to handle your own.

Yes I can handle my own: Haha. Good to hear you have some confidence. Might be the death of you, but we may be able to work something out.

I think I can handle it: Only things certain in this life are death and taxes, as the emperor is sure to remind us. Try to keep your wits about you, lest you end up on a slab as the latest Telvanni experiment. [Journal entry update about meeting Nerasius Heratil and Telvanni in the region, but that is all. There’s a small dispatch group outside of Tel Oren being lead by Vashhara, a Dunmer. Guess he’s got a chip on his shoulder about something with Great House Indoril because he came to the Legion a few years ago at Umbermoth and requested to patrol the area.<br>

Kind of suspicious, but so far he’s helped survey a lot of land and helped us run supplies from one part of the province to the other. Go see him and tell him I sent you. He might have need of you. This isn’t official Legion business, yet, but I’m sure he can report you to Cinia at Umbermoth if he feels the need to. [Journal entry of meeting Nerasius Heratil and of being told to find Vashhara.]

[PC goes to Tel Oren, or the area near, and finds the Legion group. I’m thinking possibly 3 or 4 of them, low-leveled Legion members but Vashhara would be higher level, maybe 19 or 20.]

Greeting: You, %PCRace, what do you want?

I was told to find you by Nerasius Heratil: Oh? You’re in the Legion? A %PCRank? Did he tell you about the recent problems we’ve been facing?

I was told nothing.: Then I would suggest you turn around very slowly and head back to Tel Oren; or better yet, head to Red Mountain and jump into the volcano. [Force goodbye and slight disposition drop.]

Yes, I was informed.: Good to see you've come to hear the fully story, then.

problems we’ve been facing

Well, it’s not as if the situation is not under our control, but Syrnai was a good solider, a good friend, and a good husband to his wife. He turned up dead after being on a night watch outside Firewatch. It’s hard to accept, because he was out there alone and I could have had someone else out there with him.<br>
<br>
But even so, we may have just lost two people instead of one. We have reason to believe the murder was done by the Telvanni for varying degrees of concern. Just a while ago Firewatch siege-hands were given information on small groups of mer out east, nestled in the hills, that were just roaming around. At first the Duchess’ second-in-command thought it may have just been roamers.<br>
<br>
But it was a bit more than that. A few days later, a caravan was sent to the gates with nothing but boxes of spoiled disease resistance potions in it. Apparently there was just a nix-hound tied up to the cart and there was no caravaner. We were put on alert through the Legion since this could have been some type of threat.<br>
<br>
A few parties were sent out to try and track down the groups of people in the hills but nothing was found. Then, we started getting reports of fires on the hillsides outside the fort. Umbermoth was sent out to reinforce, and we marched a long way to Firewatch. Once we got there, suddenly everyone at the keep was tight-lipped about the fires.<br>
<br>
We went out to the north of the city ourselves to check, and we found one mage picking ingredients out there, but nothing else out of the ordinary. He told us he had seen a few other robed people on his way out to the hills; and then things got weird. We went the direction he told us he came from and there were shalk shells just strewn along the road, every ten feet or so there were a few more shells.<br>
<br>
Never seen anything like it, but even weirder was that we found the source of the fires in the hills. A pretty big camp was set up that ran through the hillside, and it looked like they were trying to grow a tower near the fortress. The ground was dug up, and nothing was planted, and the campsite was seemingly abandoned.

Couldn’t tell you why they would want to do something like that, but it may also be a diversion. It also got us all worried because they might be growing more towers out in the wilderness. The hillside seems unsuitable for a tower to grow in though, so we needed to find out why they were doing it.<br>
<br>
Me and these other soldiers were asked to go undercover and scout around. We’re out here in Tel Oren because, to be honest, the trails gone cold. Syrani was killed, and we can’t just go around the Telvanni Isles killing anyone in sight, so we’re trying to investigate and tread carefully.<br>
<br>
However, since you seem to be able-bodied, maybe you could take a look into something for me. I’m stuck out here and can’t easily make my way back to Firewatch, but if you could go there and ask around about the Telvanni hillside covenant, you might be able to uncover more than we could.<br>
<br>
The garrison over there may be willing to tell you a little bit more than they were willing to tell us.

Yes, it seems like a covenant. Sending symbolic messages to the Empire and reeking of Telvanni foolishness. I know someone there knows something, I can sense it, though I'm not sure what “itâ€Â￾ is, exactly. Report back to me if you find anything out, and may the Emperor guide you.
[Journal entry update about going to Firewatch to seek out information on the Telvanni sightings in the area.]

[PC goes to Firewatch and asks around about hillside covenant.]

Outcome 1 [if PC asks anyone in the Firewatch legion or certain NPC's without the right disposition]:

Yes, we've been on high alert all around the city. The Duchess is worried for the townsfolk and us at her service as well. It's a tragic day to see the Telvanni onrushing a glorious keep of the Emperor's. The murder of Syrnai is on all of our minds, and the murderer deserves no less than steel justice.<br>
<br>
There's been a development on the case though, and it seems some traveling mercenaries reported seeing Telvanni up north by Bal Oyra. Said some of them were wounded from some type of battle. I'd put my month's wages on those Telvanni being the Telvanni that murdered Syrnai.<br>
<br>
We're just waiting on official orders to head up there and look around for ourselves.

Outcome 2 [if PC asks town residents or certain NPC's and meets disposition requirement of 60 or higher]:

The Legion says they're doing their best to track down the Telvanni outside of the city gates, but if you ask me it looks like they're just pacing around outside for an hour or two. There's a mage out in the northern fields who was supposedly in the vicinity of the murder of the Legion member and he hasn't even been apprehended or questioned. I'd never think twice about the Duchess, but some of the people she has employed beneath her make me wonder about the cleanliness of the politics lately.
[PC gets a journal update about a mage north of the city who was near the murder scene.]

[PC finds the mage NPC strolling around a patch of some type of flora with a small camp nearby.]

A tried and true testimony of the awful litigation of the empire here in Morrowind. You have blood-crazed wizards on one street corner, and then you have power-hungry army solders on the next. Why the Emperor doesn't just come into Morrowind and kick the Telvanni out himself is beyond me, but who am I to talk politics?<br>
<br>
I was just out here minding my own business under the moons, gathering samples for the mage's guild. Out of nowhere I hear some yelling, and then a Legion soldier running past me. Or more like hobbling past me, he seemed wounded.<br>
<br>
I looked behind me expecting to see some Alt or a swarm of musk bugs, but there was some shadowy figure running after him instead. The next morning there was a group of Legion soldiers out here and they harassed me about what I was doing in the area, and “...wasn't I aware that a member of the Legion was dead?!â€Â￾ and “...punishable by death by beheading.â€Â￾ and all that.<br>
<br>
But I'll tell you the same thing I told them; I'm too busy with my studies to really care about the entire affair.

Well, why WERE you gathering samples late at night?: [-10 disposition] Why? Ask the Legion members and the robed dim-wits that caused this whole mess why! There's been skirmishes going on the past week or so before this whole death happened! Always three or four mages and three or four Legion members. Fighting. Right in the middle of the day! So, I've been harvesting at night to keep my head on my shoulders and out of the dirt.
[PC gets journal update about skirmishes in the area.]

Is there anything else of note you saw?: Yes, matter of fact. I've seen a %PCRace that's holding me up from my duties that I swore to uphold under the oath of all things mystical. Now if you'll excuse me, I really must be getting back to this harvesting.
[PC gets journal update about questioning the mage and how he seemed somewhat reluctant to dish out information on the details of the murder.]

[PC returns to Vashhara with journal updates from Questline 2]

Bal Oyra? Strange, what in all of Tamriel would the Telvanni want with that small town? And the Legion members said they were seen traveling back up there? Then why were we told to go undercover out this way? Hmmm. Ok %PCName, I want you to report this to Fort Umbermoth. Meet with Cinia, the head of the soldiers over there.<br>
<br>
She's the one who got word of the murder of Syrnai in the first place. We're going to survey out here a little longer, or until we get word to head back to Umbermoth. Thank you for your help and concern.
[PC gets journal update to meet with Cinia at Umbermoth and 90 gold. Quesline 2 branches off from there.]

Greeting: Any word on the hillside covenant yet?

I was led to a mage that was supposedly in the area at the time of the murder.: A witness, really? Thank the Nine, you've found some kind of lead.

No, not yet.: We've been facing the same problem. Update me as soon as you find anything out.

So, he's out there on Mages Guild business and said he saw robed mages in the area? And he SAW the pursuer of Syrnai? Why hasn't he been taken in?!? %PCName, I need you to report this to Cinia over at Fort Umbermoth. She oversees the barracks and she was the first to get word of Syrnai's death.<br>
<br>
She'll give you more direction in this case, and hopefully you can find the murderer of this honest solider. I'm going to stay out here to do more surveillance until we get rallied back to Umbermoth. Take heed to get to Cinia, and thank you for your help.

Skirmishes? This just keeps digging deeper and deeper. No, there's been no official word on skirmishes in the area. Just reports of Telvanni meddling, and possible conspiracy to grow a tower. If my ancestors were alive today...I'll get to the bottom of this even if I have to do it myself.

Greeting: If we move a recon squad outside here, and then flank here...oh, yes? How can I help you?

I have an update on the Telvanni near Firewatch.: You do? Well spit it out, %PCRace! What's the update of affairs?

Sorry, I didn't mean to bother you.: Bother? It's no bother, I'm just idly minding the inner workings of this fort as a hobby. Please, really, do go on interrupting. Or you could dive to the bottom of Lake Beothia and see long long how can hold your breath.

You met with a mage who saw the murdered Legionnaire? And he didn't seem too cooperative? Well, that would make sense if he was hiding some information from us. And withholding information on official Empire business is quite the crime, isn't it?<br>
<br>
How about you go back to him and really explain the repercussions of falsifying information or facts to Empire officials to him? Maybe rough him up a little. Maybe then he'll talk, eh? On second thought, rough him up and get him to visit you at The Toiling Guar in Sailen.<br>
<br>
Let him sing his heart out like a wounded Hagraven to you, and I'll have an agent on scene to record what he says. That way we have official evidence against him, and we can see what he really has to say. If he gives any push-back just let me know and I'll be sure to have it taken care of.

Nothing's been reported to me. Are the Legion members at Firewatch incompetent? This should be addressed accordingly. I'll make note of it. But first let's deal with this development of information you have for me.

[PC goes to the general area where the mage was at and finds he is gone, his small campsite still intact. Searching around the road nearby will harbor the mage's robe he was wearing and picking it up will get a journal update explaining to ask around Firewatch for the mage witness. If disposition is more than 65 PC will be informed by any townsfolk NPC that they saw Legion members escorting a dark elf to the Firewatch jail. Legion members will deny any knowledge regardless.]

I'm sure I saw the Mages Guild fellow being escorted to the fortress. He looked shackled, so I'd check the jail if I were you.
[PC gets a journal update to check in the Firewatch jail for the mage and finds him in one of the cells.]

Greeting: Ah, it's you! Please, you have to get me out of here, these Imperial psychopaths have me pegged as the one who killed the Legion fellow. It wasn't me though! Right after we spoke they came up and dragged me off to this horrible cell. I know you can smell the odor down here! It's downright inhumane!

I'm here to help get you out.: Oh thank Magnus, I don't know if I could last any longer down here. The inmates aren't exactly the scholarly type, either. If you can bring me a scroll of ALMSIVI Intervention I can get out of here and be amongst other Dunmer! They were about to send me back to the Dreamsleeve in three days at any rate, and I'm not ready to go yet. I've still got research to do!
[PC gets journal update stating that they have 72 hours to get an ALMSIVI Intervention scroll to the mage to get him out of jail.]

Sorry, I can't help you now, you should have cooperated with me when you had the chance.: [-20 disposition] What?! This is all your fault in the first place anyway! You came along and they arrested me! They're going to execute me, do you realize that?!

The Toiling Guar

You must be kidding me, fetcher. I need to get out of here before I even consider speaking to you!

[PC has 72 hours to get an ALMSIVI Intervention scroll to the mage. If the timeline passes and the PC doesn't get the scroll to the mage the mage will be executed and PC will get a journal update telling them to report their failure to Cinia at Umberboth and they will end the questline and they get a -20 disposition modifier to Cinia and a -15 disposition modifier to Umbermoth/Gorne/Tel Oren NPC's.]

Cinia greeting after failure to save the mage: Four-hundred Septims for that fortification, but is it really worth it...oh, %PCName. Did you meet that mage in Sailen?

He was imprisoned and then executed.: Executed? And you could have saved him? Ah, well, just another faceless body of the Legion on the side of the road, right? I'll be sure to tell his wife that we almost had justice, but it slipped through the fingers of one unreliable solider.<br>
<br>
Get out of my sight, and be sure to close the door on your way out. The Empire is a waning face in this province because of people such as yourself.

Greeting: Do you have that scroll yet?

Yes, here, take it and I will meet you at [nearest Temple? Once again, I think this may be on Vvardenfell?! I might need to rewrite this part...].: Thank you, sera. I'll be waiting for you. Please, hurry!

[NPC disappears and PC gets journal update about meeting him in whatever closest city's temple.]

Greeting: %PCName, thank you again for the help.

The Toiling Guar

Alright, I suppose I do owe you a repayment. First though, if we could get back to my outpost? I have some important documents there that I need to bring back with me, or else all of the tribulations would have been for naught. Lead the way when you're ready.
[PC gets a journal update about heading back to the campsite with the mage.]

Force greeting at campsite: Ah...ok, here they are. Now, where is it you want to meet me? The Toiling Guar in Sailen? Alright, give me a little time to get my reports filed and then back to Sailen. Let's say, three moons from now. And do remember to meet me there, I refuse to be left waiting.
[PC gets journal update about meeting the mage in Sailen in 72 hours.]

[PC enters The Toiling Guar and greets the mage. Legion Agent NPC will be at a nearby table or near the bar.]

Greeting: You weren't followed, were you? Good, last thing I need is to be caught after all of this. For your consideration, I'm willing to tell you exactly what I saw that night the Legion solder was killed, so ask away.

What did you see, exactly?: It was dark out, but I could clearly see some wounded Dunmer running by in Legion armor. He didn't make it far out of my line of sight because there was a mage chasing after him. One final fireball, and he was down. I sulked back a bit from the road, as I didn't want to be seen by the mage.<br>
<br>
He lay there; still, motionless. I could smell the metal of his armor mixed with charred flesh. The mage looked him over and signaled two others with a whistle. They came over the ridge to the south of me and the three of them dragged the body off.<br>
<br>
Were they Telvanni? I'm not sure, but one of them looked like they were wearing elaborate robes with charms hanging off of it. Seems like a Telvanni thing to me. But the following morning I saw the search party come through looking around the road. They went up and over a hill and I decided to follow. Morbid curiosity, perhaps.<br>
<br>
They were intercepted by five mages, one of which was the one I saw drag the body of the Legion member off, the one with the intricate robes. They talked briefly and then I saw Septims go into the hands of the Legion members, and they turned right back around, pockets full, right back to Firewatch. That's when I headed back to camp and they must have seen my tent off the road because right after that is when they harassed me, telling me I was going to the butcher's block.<br>
<br>
They ended up leaving once I feigned ignorance, thankfully. That's all I saw, but it's sure changed my perception of 'what's good the the Empire being good for all.' An atrophy of the sacraments of Veloth, that's all it is.

And what about the skirmishes in the area?: They were small fights, happened only once a day from what I saw. Three or four mages and three or four Legion members would fight, and the mages would be pushed back. No one died though, just some cuts and bruises. Then they'd be running back behind the hills and the Legion men would scoff and return to Firewatch.

What about the growing of the Telvanni tower out there?: You are...quite the persistent little larvae, aren't you? Looking too deeply into affairs like this could get you killed. Matter of fact, you've just sealed your fate with the sovereign House Telvanni, outlander!
[PC gets journal update about speaking with the mage and being attacked. Mage attacks PC and the Legion Agent nearby helps PC kill the mage. Once the mage is dead PC is force-greeted by the Agent.]

Greeting: %PCName, are you alright? Was he a Telvanni agent all long? Go report back to Cinia, I'll clear everything up here with the local guard.
[PC gets the transcription of the conversation and a journal update to report to Cinia.]

Greeting: Another retiring member, another severance wage...ah, %PCName, there you are. Have you met with that mage in Sailen yet?

I rescued him from prison in Firewatch and met with him. He attacked me and we were forced to kill him [report is removed from inventory].: Interesting. Sombre, but interesting none the less. He states the Legionnaires were paid off, but he may have been lying to take heat off the Telvanni. Maybe they really are trying to grow a tower out there. Encroaching on official Imperial land and trying to take a look at us a bit more closely.<br>
<br>
Tell me, %PCName, what do you truly think happened?

I believe the mage's story.: Truths are fleeting, and special interests sometimes vacate beliefs. But then why would a Telvanni tell a Legion member that he saw what appeared to be a group of Telvanni kill a Legion member? Why did he not attack you on sight once you started asking questions?<br>
<br>
Why would the Imperials throw him in jail if his people were lining his pockets? Maybe he was of little use and consequence to the conspirators. Maybe it was all a plan to trick and deceive you. Maybe there is more to this story then we have been let on to believe. At any rate, what I would like you to do is relieve Vashhara and his men from their outpost so they can come back here. Once they are back we can discuss further business.<br>
<br>
Keep your heart strong, your eyes sharp, and your ears open, %PCName. There are few stranger things in this world than the Telvanni, and who knows who you may have angered by poking into the darkness of uncertainty.

I think the Telvanni killed Syrnai, but Firewatch has nothing to do with it.: Validity is a good feeling, but there are some things in this life that will only become clear once we leave it. The Empire is good, and strong; we mustn't forget that. But the pebbles that keep the scales of justice balanced can sometimes be crushed.<br>
<br>
Be sure to keep everything you've learned recently within the confines of our fort. This is OUR investigation, and while Firewatch may be a symbol of the Empire, that doesn't mean the people there are without faults. Sometimes you have to keep an open mind about your surroundings.<br>
<br>
I would like you to see Vashhara and relieve him and his men of their position so they can get back to Umbermoth. Come see me once they are back...safely.

I doubt the Telvanni would kill someone in the Legion, but the Legion would be more than happy to trade gold for blood.[-15 disposition]: Watch your tongue, %PCName. Perhaps you are a Telvanni as well? Wherever your loyalties lie, if I get even a hint of you being a spy, your body will most certainly lie in the ground.<br>
<br>
Now go to Vashhara and relieve him and his men so they can report back to me. And for your own future reference; do NOT undermine the ability of anyone in the Legion, ESPECIALLY me, to discover the truth. Or at the very least, don't be stupid enough to give anyone reason to second-guess you.

I'm not sure what to believe at this point.: Skepticism is part of life. It is good to wonder, but don't let it hinder you or your mind. There is some sliver of truth to all of this, and it may all be true. But for now, keep your head low. Keep the information you've been told to yourself and to those within my command. I don't want any misinformation being spread around.<br>
<br>
I need you to rendezvous with Vashhara and relieve him and his men of their positions. Once they're back, we can figure out a course of action to take.

[PC reports to Vashhara and gets force-greeted by him.]

Greeting: I think I may have a breakthrough on the murder of Syrnai! One of the locals here seemed suspicious so I follow him.

I have met with the witness and got his story of the murder.: Oh, right. He said the Legion was taking a bribe to turn their backs on Syrnai's murder? No, no you must have misunderstood, I...he attacked you? So he was a Telvanni member all along? What in Talo's unwavering name is going on up at Firewtach?<br>
<br>
I knew something was going on over there. The mage sat weirdly with me as well. He had a look about him, like you knew he couldn't be out there for no good reason at all. I bet he knew exactly where the Telvanni are hiding over there, too. May Oblivion take them all to its most darkest waters.<br>
<br>
You've also got orders for us to return back to Umbermoth?

Yes, Cinia is relieving you and your men. [Note to Vishhara removed from inventory.]: %PCName, good work. We'll go back to the fort and be debriefed; but first, could you meet with Nerasius Heratil and inform him of the recent unearthing of information? He is the best person to get back to Old Ebonheart and get the Legion over there to take some official action.<br>
<br>
I'll see you back at Umbermoth, and from there maybe we can finally have some retribution for the loss of our comrade.
[PC gets journal update to meet with Nerasius Heratil in Gorne.]

[PC travel to Gorne and upon going to where Nerasius was located they find 2 Scamps attacking him. Once they are defeated the PC will be force-greeted.]

Greeting: What a peculiar thing. Those Scamps just ambushed me moments before you got here. %PCName, I take it you have found out some information on the death of the Legion member outside Firewatch. Either that or I accidentally left one of the cultists from that Daedric ruin I ran a raid on a while back alive.

I have found out some information.: A possible Telvanni assassination attempt on you, you say? Well, we've been quite aware since Morrowind's assimilation into the Empire that the Telvanni are not quite the enthusiastic bunch, but mostly they just regard the Imperialization as useless words on useless paper. But to have them react in such a way at this point in time may be no coincidence.<br>
<br>
Moving forward, I can get this tale of intrigue over to my commander at Old Ebonheart. At any rate, I would report back to Cinia and inform her that should anything else pop up, we can correspond accordingly. There have been rumors of Uriel Septim IV's failing health, and there could be a number of coups emerging. Then again, some Telvanni are just insane with age and they have a wonder of fanatical ideals; some may concern just causing general mayhem.<br>
<br>
You've done a great service to the Legion and the Empire here, and the more we know of any possible calamities the better. Much like the rhythm of a beating drum, or the wings of the hedgery birds in the gardens of the Imperial City, there is a resentful pause before the mandating pound of pure tremolo and power.
