EDIT: The issue is RepopulatedMainland.esp not yet accounting for the new name.
I'm doing a fresh install of all my Morrowind mods and files. Literally a new PC, new storage device, all files freshly downloaded. That said, I am under no delusion that this issue isn't self-inflicted.
Upon attempting to begin a new game file, this error is thrown:
Expression Error Unable to find cell id "Bal Foyen" inscript TR_m4_TT_Felani_Vathri_sc.

I found this thread on the Bal Foyen name swap, and figured I had a decent lead on the issue. But when I crack open the Construction Set, nothing looks amiss with the script itself at a glance.

As an initial troubleshooting step, I've disabled all plugins with TR_mainland.esp as a master and relaunched, same error.
So, back to the Construction Set. Here are screencaps of what appeared to be relevant. But I'm not familiar enough with the guts of what I'm looking at to spot a red flag. The errors thrown when I set TR_mainland as the active plugin in the CS is regarding textures for NPCs since I'm not loading the body replacers in use.

Same Issue here installing TR and the recommended mods for the first time, possible Load Order fix...
For me disabling Remiro's Groundcover, Grass for Tamirel Rebuilt and then the Rem-TOTSP patch for Solsteim - Tomb of the Snow Prince mod seems to have addressed the issue and I'm able to play (and the New Game also doesn't hang for a good 30 seconds either)
Not too well versed in Morrowind modding so I'm not sure the exact reason why and there's probably a simple workaround to get those working, but hopefully that helps unblock if you're running the same mods. Otherwise there might be something else in your load order acting up.

Answer found! RepopulatedMainland.esp has yet to address the name change. A fix is in the pipe according to the mod author.
