As title says. In the quest https://en.uesp.net/wiki/Tamriel_Rebuilt:Friela_Antoni%27s_Candlesticks, the pawnbroker Valvius Matius tells you that he has Friela's candlesticks, but won't sell them to you, despite the ownership being set to him, which means that he can, in fact, sell you the candlesticks.

Seems like that's intentional, but the dialogue should have been changed to account for that according to these comments: https://www.tamriel-rebuilt.org/comment/25835#comment-25835
